The vh Ulm is much more than an adult education centre for Ulm and Neu-Ulm. Through its programmes and presence in partner municipalities such as Blaustein, Erbach, or Langenau, it serves as an educational partner for the entire region. Over its 80+ year history, its spaces and programmes have continually evolved. What has remained, however, is its core: an adult education centre for people – approachable, open, and focused on their needs. This is exactly what defines a Volkshochschule (adult education centre): education not only in the city but also in the surrounding areas – present, accessible, and often literally right on participants’ and instructors’ doorsteps.
Organisation
The organisational chart illustrates the structure and operational work of the Ulmer Volkshochschule association. Around 60 permanent staff members organise the diverse events, courses, panel discussions, and workshops. These are largely delivered by approximately 900 freelance staff each year – the vh instructors. They shape the face of vh Ulm, the image most immediately visible to participants and the public. The vh Ulm is organised in the legal form of an association. Several times a year, the General Assembly (GA) of Ulmer Volkshochschule e. V. and the Administrative and Financial Advisory Board (AFAB) meet. The GA is the highest governing body of the association. While it has little involvement in day-to-day operations, it exerts significant influence on the strategic direction of vh Ulm through the election of its management and in all matters relating to asset and financial administration. At the same time, it supervises and advises vh Ulm. The GA and AFAB are partly composed of permanent members from Ulm, the Alb-Donau district (ADK), Neu-Ulm, and other member municipalities. Represented among them are, for example, the mayors of Ulm and Neu-Ulm, the ADK district administrator, representatives of all parties in the Ulm City Council, as well as figures from the universities of Ulm and Neu-Ulm, and from culture, business, education, and sport. The statutes of vh Ulm regulate all processes, providing the basis for reliable and professional operation of this large and complex institution. In addition, the management reports regularly to the Ulm City Council and maintains continuous exchange with officeholders and political actors in the vh area.
